As President Franklin Delano Roosevelt's Secretary of Labor, Frances was instrumental in creating policies that strengthened the country's economy and helped bring an end to the Great Depression. Ultimately, these policies created the economic environment that established the modern middle class.
Rising from humble New England origins, Frances became the leading advocate for industrial safety and workers' rights in the United States.
